yeah,u don't have high traffic and you have started ur blog later than us, it doesn't mean that u'll not get pr......and another thing backlinks and others doesn't work in this case.As far my concern it's because of the importance of the page.yeah defineatly...and ofcourse most of the time you are writing about article releated to computer and technology,which are very useful..........so, no traffic,no backlink but the importance of content.And another thing english blog/site gets pr soon as they are in english language so google can easily crawl it.And as my prime blog aakar has pr=2. but some of the article/pages are getting higher pr.yeah,it's a fact..you can check ur blog article as well.When u r viewing ur whole blog ur pr=4.but what about individual blogpost...yeah that matters because google is seeing everything.So,I'm not crazy about PR and I think other's shouldn't be too.anyway best of luck for ur pr=4.... and another thing you can directly check every pages and websites in ur browser if u'll installed google toolbar . that's all....... and one thing I don't care about PR but I'm checking each individuals blogs,sites,pages everyday.
